It's not technically converting your non-steam account to a steam account. It's more like transferring your characters from the non-steam account to the steam account while disabling the non-steam account for play (but you can still use the username/password on the forums).
So no and no.
And also consider the disadvantages of playing with Steam accounts, such as being screwed if you want to play elsewhere other than your comp. I'd urge you to reconsider.
If you really want TF2 items, I'd create a new steam-only alt and transfer my "tradeables" to that and use that to trade.
EDIT: Checked General forums and there seem to be Steam trading problems such as mats disappearing.
