I don't know if this was proposed before.
1. UV will be available on armors and helms
2. low UV will grant 15% bonus heal.
Example:
Extreme case:
You have max bonus heal armor and helm so you get 8*15% = 120% extra heal.
If you use large heart it will heal 220% * 3 = 6.6 bars instead of 3
If you use ultra capsule it will heal 220% * 12 = 26.4 bars instead of 12
More possible case:
You have 2 med bonus heals = 4*15% = 60% extra heal.
large heart -> 160% * 3 = 4.8 bars instead of 3
ultra capsule -> 160% * 12 = 19.2 bars instead of 12
It can replace useless sleep UV.

Do you mean a health bonus? That's not a bad idea. A "heal" bonus - one that heals damaged health - will never happen, Three Rings have said as much.
