So there is a costume section at the auction house selling bombhead masks but all my masks are always bound and it won't let you unbind it. How do you get an unbound mask?

In the first few hours of the Blast Network the Bombhead Masks were distributed unbound. You're just seeing the occasional old one that someone has been sitting on.

There has to be something you can do with duplicate masks.
Someone told me if you spend money on the game it's different?

I don't think it's for bomb masks specifically. Most likely, OOO is planning on releasing more costume items and making them unbound, like the new regalia. Expect seasonal costumes on CE purchases.

Spending money does not allot you some kind of special ability to unbind whatever you want. Dogrock's explanation is perfect. If you have a Bombhead mask now you will have it forever in the current state of things.
I just got another azure today and I wanna get rid of it. I have two in my inventory and I wanna sell one of them. I'm pretty sure you can't unbind costume helms so that's a bummer.
