So I'm trying to get some very specific UVs on my gear and I'm wondering what people believe is the best way to go about this? Is it the 1UV ticket? 2 UV ticket? Or try for the 3 UV ticket?
Or should I try to buy it instead?

The 1UV Ticket is going to
The 1UV Ticket is going to give you the most chances to find that UV you are looking for. Because UV distribution results in most (80%?) UVs being Low, it can take many tries to get the UV you want... especially if you are looking for something in the High/Very High range for weapons or High/Max range for Armors.
Unless it is an item where UVs are hard to come by, e.g. Fang of Vog, it is more cost effective to just buy the 2/3* item with the UV you want then upgrade it.
Note that the price for rolling 1UV items is going up from 15k CR to 20k CR sometime in the future, according to nick.

Buy it.
You may roll the desired UV on ur first try or you might get it at your 100th xDD
