They can teleport because it's not a direct "move". Its more a skill like frozen Quicksilvers can shock themselves too or something.

What's really nasty about it
What's really nasty about it is when you freeze several of them, and then they teleport just right to pin you so that you can't move. You can't shield bump them away while they're frozen. And then their friends come and kill you while you can't move. So while you can freeze wolvers, I don't recommend it in tier 3.

Freeze!
I disagree strongly with Quizzical. Freezing wolvers is a great strategy in tier 3. I employ it regularly with lots of success.
Freeze bombs can be dangerous, because you can trap yourself (and not just with wolvers - I've accidentally dropped a shivermist instead of a nitronome in an arena and froze myself into a crowd of mechaknights). Stay away from the corners and keep moving and it won't be a problem, though. On wolver den levels, take time to clear out extra bushes before you step on the party button to give yourself more running lanes.

It amuses me that they bring
It amuses me that they bring the iceblock with them when they do it. That's dedication.
Yes, they can teleport when frozen, but only once. Freezing vaporizer bombs are still very useful against them.
