I really don't think that the gamemakers wanted people to get super rich off of the rose regalia. Plus, crown-rich free to play aristocrats can get it without giving three rings some cash. Fair enough why that would be a problem, it makes enough sense. So you'd first think of binding them, but that causes an issue. Wheras it would prevent flat out selling, now you wouldnt be able to trade for other regalias. Since people couldn't trade, they could get the wrong regalia, and sales would decrease becuase you couldunt sell yours and buy a nother with the money made.
My solution to these somewhat minnor problems would to be that you get two rose regalia inventory slot's for your first purchase, and one more for every other every purchase. So If you have bought two regalias, you can't hold more than three. You can sell yours, but that would obviously be only to someone who sold theres, etc, etc etc. Since everyone who has bought it has one spare slot, you'll be able to actuualy buy or sell. That means three rings can keep the regalia exclusive but also keep it tradeable, to other buyers only, and thus they make a bigger buck.
I'm sure that this idea might have some issues, and obviously people who already have regalias would need a free slot, purchase or not. I guess this idea might also piss off people who didn't want to have to atcuualy buy the costume with real money. I would like to state though that three rings dose deserve ten of your dollars.
Rose regalia "Binding" idea, sort-of.
Well, they could do it in the future. The whole point of the regalia is to get people to buy CE, grinding for it defeats the purpose. Bound-on-purchase-choice makes sense, but it takes some of the fun out of the whole random thing. That, and people could say, all want blue, and we wouldn't get to see green or gold walking around.
Though I can understand people who bought energy prior. Prehaps you get a regalia slot for prior purchase? That can be tweaked. However I personaly save my money untill a deal like the regalia or starter pack comes out.
You have a valid argument, don't get me wrong, and I'm not strongly pushing this idea. I'm just pointing out a way for three rings to fill their pockets a bit more, since they've come out with allot of new stuff recently. The new rose regalia was actuualy a discussion thread, I wonder if they were really listening to it or if this was already planned anyway. Ah well, time to get that rigadon!

So people with 10,000 CE can't get it, because they earned it though Grinding and playing the market like a boss, or hell even just by buying energy Prior. So they're punished by not buying energy "Now".

The smartest way to do what you want to do is Rose Regalia is bound on purchase, but when you buy it you get 2 pieces of your choice.
Even though, it's buy only final destination, which I still don't support but it wouldn't be as bad. Although it's too late for them to do it now.
