Is it achievable? And if it is, what kind of UV do I need to have on my armor (on top of both pieces having resistance comparable to a Max UV)? Mainly interested in self-inflicted status effects (if those are any different, that is), safely spamming FoV/GF charges would be nice.

You'd need two lows or one
You'd need two lows or one med, to get (possibly) the max resist available, which will only provide immunity to the weakest attacks, although it will reduce the strongest ones' effect.
Shields? Yes. With the shield up.
Otherwise, no.
