You are not really rich, just have an excess of a particular asset. I have pieces of gear worth well over 18K CE that you could not afford. You would not be able to afford even a white or black chapeau, at current prices. To be rich, I think, you need to have that same excess of CE, but want for no gear, to include the same gear you have with Max! or V.High UV's on them. The "rich" in this game put their money to work for them by buying and selling UV'd gear and having an intimate knowledge of the market. What good is having 18K CE? Even with 8K CE you could play the clockworks for the next year without need of buying more. I'd say you need over 50K CE in the bank and a diverse arsenal to be considered rich...

You sir have 45$, to a 9 year old you sir are rich. To anyone else, if thats all you have you may be flat broke. My local stores don't take CE.
