I'm trying to decide what set of piercing gear I should wear for tier 3 runs when I encounter jellies and wolvers. Would it be best to just use a good piercing shield and keep my normal armor (vog cub coat/divine veil)? Or keep the coat on and throw on a piercing helm? Or go all out with piercing gear?

What about the chroma suit? Or drake scale? Or cobalt? Or like, a combination of two of them?
When I proposed Divine Veil/Skolver Coat, I was trying to build off what you already have (Divine Veil/Vog Cub Coat).
Of course there are other piercing armors. Dragon Scale Mail seems nice, especially in beast-themed strata, but you'll need to pair it with a helm that gives normal protection. (While monsters do their preferred damage type in Tier 3, I suspect that they still do some normal damage. Can someone clarify that?) Azure Guardian armor seems fine, although it doesn't protect against any statuses. Deadly Virulisk Suit seems fine, although Poison isn't the most important status to protect against, usually.
Drake scale in fine in tier 3, where there is very little normal damage from monsters, but to make it you need to level up the 3 and 4* versions in tier 2, which is going to be frustrating as you won't have much defense against normal damage (assuming you choose half your armor to be something with normal).
My favorite piercing defense armor/helm are the gunslinger/sunset/justifier. Then again, I prefer guns to swords.

I have no problem getting a different set of gear from my current, but I want to make sure I make a good purchase. I wonder how much normal damage happens in tier 3 from beasts/jellies. I also try to plan for uvs.
I'm a swordsman who also has a bomb or a gun sometimes if that helps. So what about something like Dragon scale (elemental/pierce) and either azure(normal pierce)? Or would a virulisk be better as I tend to get hit hard by poison in tier 3?
Further reading has verified that monsters deal a significant fraction of their damage as normal, even on Stratum 6. So you're going to need some normal protection, from either your hat or your suit, or both. I don't know these specific armor sets any better than you do, so I'm afraid you're done with me. Skolver Coat protects against piercing. Divine Veil with Skolver Coat is my favorite general-purpose armor set (all four damages, all four of the most important statuses, and two damage bonuses). Also consider Barbarous Thorn Shield. Also Skolver Cap.
