Why? Why specifically these two pieces over everything else?
Everyone likes Divine Veil/Skolver Coat for their armor now?
If someone is shooting for an all-around set that they never need to change then it is one of the best choice. For someone specializing in a particular weapon class or wants to max out their defense/resistance for a particular opponent or boss... then there are much better choices.
There are lots of ways to make an all-around set, but this is the only one that makes much sense. The biggest issue is finding some way to cover shadow, check out the shadow defense options:
Radiant Silvermail - only resists poison and curse
Dread Skelly/Valkyrie Mail - negative fire resistance
Deadshot Mantle - only resists curse
Armor of the Fallen - ASI low, fiend damage penalty
That leaves the Divine options to cover shadow. Then just compare the two, exactly the same stats but the Veil has Medium Fiend.
Divine Veil has you covered for Elemental, Shadow, Fire, Shock, Curse. So just need something with Normal, Piercing and Freeze. (Poison and stun aren't terribly deadly, so we'll ignore those.) Skolver Coat fits the bill perfectly and comes with Sword Damage Medium!
Personally though, I do a lot of bombing so having something that provides CTR is essential. So that kind of setup would never work for me. A lot of swordies want both of their armors providing sword bonuses, not just one. So they learn to deal with lacking shadow defense. A good shadow shield helps to ward off lots of howlitzers, kats and devilites.
I prefer to rely on my skill to get me through a fight then defenses, which is why I went with a full Skolver set. Gives me specialized defense instead of balance, and with an Elite Slash Module and Elite Focus module, both my CTR and damage increase are at Maximum, so I'm a swordfighting beast.
not a swordfighting beast against Vana tho :P
I don't get hit when fighting Vana. Not from mace/debris anyway. I can't speak when some idiot knocks a Slag in front of me or lag teleports me into a lava block.
So why even use Skolver? Fight Vanaduke in Proto gear?
Because Skolver gear raises my sword damage. With an Elite Slash module, Sword Damage is at Maximum.

I barely used my sword past phase 2 at one point as well, however my Valiance hits for 91, and my sword hits for 503 x3 on a charged attack, or 1509 damage in one go. So I made it a priority whenever possible to put out the fire globes and give myself an opening to use the sword in Phase 3 and 5. It's less risky in my experience since the fight goes quicker; you wouldn't have to deal with Slags or Shadow Fire as long, not to mention being pressured by Vana himself. Quicker fight = less resources burned, less risk.
How much would I expect to pay for an Elemental Hood with high fire resist?
First of all it looks cool. Like your a angel. Second, it covers all the basic general defenses. Plus Skolver coat ups the attack damage! :D
They give you all four damage protections, the four most important status protections (fire, freeze, shock, curse), and two offensive bonuses. On the other hand, Skolver Cap with Divine Mantle gives you only one offensive bonus. Of course, you already knew all this, from reading the wiki.
They're a good, general-purpose set for people who use swords. They're not specialized, of course. And there are other good general-purpose sets, of course. But this set is good.
