There is no strict rule

There is no strict rule against having multiple accounts on the same computer, since in the case of family computers this is entirely legitamite. Since free accounts have the Mist sharing limitation it shouldn't be an issue.

If your account is created on Steam then it must always be used via Steam. There is no way around this. You can disable Steam Overlay if you wish, but I don't think that's what you're asking.

You can run multiple accounts

You can run multiple accounts off the same machine, but any free accounts WILL share the same mist supply, regardless of how the account was made.

Steam accounts, as a rule, requires the game to be launched through the Steam library. If you don't, you won't get the steam authentication check box. However, you can uncheck the box and use a regular web account login... just not the other way around.

You have to keep in mind that Steam isn't just a messenger. Its an entire DRM and account management system, along with a backend master server and matchmaking system in the same vein as XBL and PSN.
