So I have a question concering trinket slots, and weapon slots. When you spend 150 CE or whatever the cost is to unlock either, you have 30 days before it expires? So does this mean that you have to pay 150 CE every 30 days to keep it unlocked?

Once you get up to the level
Once you get up to the level of play that will require you to open some weapon slots though, it really isn't too much of a big deal.
At a beginner level though, it does seem a bit ridiculous, I thought the same thing at first. haha

Yo!
You probably won't need the weapon slot upgrade as a new player, if you play a lot you can start considering it in tier 2, and the 30 days upgrade will really seem to take a long time to go away. The convenience of having 2 swords and 1 gun for example, is great. You'll wonder how you lived with just two weapons.
As for the trinket, it's safe to say best wait until you have a module. Which would be about tier 3.

Nah. Those modules are awesome. I went ahead & built all 3 of the elite sword modules before I even set foot in T3. I really appreciated them in T2. Good advice on waiting to buy trinket slots until you have modules, I would just not wait for T3 to get my modules.

A cheaper way is to look for
A cheaper way is to look for sellers who buy them with mist and resell for cheaper. Pay around 100 CE for trinket/200 for weapon and use the 50 you saved to do some instances and make a bit back.

Yep. Every 30 days you'll need to pay another 150ce if you want to keep the slot open.
