Maybe a dumb question:
How do you know what level you are going to when to enter a gate? It seems kind of random as far as I can see. Is there a way to pick the "depth" level?

You can't possibly know, but...
...it's safe to say you'll start at the first half or the halfway point if you "join a party".
This is important, if you have multiple sets of weapons or armor, you'd want to equip the gear that is good against the first half.

Yeah, if you hit "join party"
Yeah, if you hit "join party" you don't know where you are going to end up, but it will be within the Tier you have selected (& yeah, most often be starting at the beginning or at the terminal halfway through the tier). If you have clearance you can choose to start at Moorcraft (subtown at the start of Tier2) then look at your gate map (cog in upper left of your screen) and time when you get on the elevator so you can do the map you want. Same goes for starting in Emberlight the T3 subtown.
When joining a party you don't have any way of knowing where you'll end up; you automatically join whatever party has space (and I would assume whatever party is closest to the top, but I could be wrong about that). You can choose your starting depth if you start your own party, but you can only start at the beginning of each tier (depths 0, 8, and 18) and only if you've unlocked them.
