Upgrading Wolver

Hello, I was wondering if there is a certain level when I can't upgrade my wolver set? It's currently level 6 and wiki says I need it to be level 1.

unequip to upgrade

Any heat level 1 or above works. If you're having a problem, it's probably because you have to unequip the item before upgrading it.
