At tier 5 it gives only medium bonus speed with the full set. That's low at tier 5.
I'm unsure how overpowered it would be at very high, but I can clearly see at medium it's not very impressive.
This, and the Shadowsun Stetson, should get their tier 5 counterparts bumped from low to medium.

Actually Mercurial @ +Medium Speed would be OP. That's like Scout speeds in TF2.

But, it would make more sense for the charged QS to get movement low & the merc to get medium, I have a full set of merc and the movement speed bonus is negligable at best =[
I don't wish to be rude, but have you seen just how fast medium is? It's like...barely noticeable. If it was double that, it'd be actually fair.
Sure, movement speed very high looks fast on paper, but you wouldn't be moving at 2x movement speed.
It wouldn't be OP at all, and if you're going to argue that it's OP in pvp then just play striker against them and LoL as you hit them before they can even react.
oh god.... Recons moving that fast would be a nightmare.
Maybe make the armor have a Medium speed boost while the helmet has a low, granting only a High speed boost when combined, therefor it would be worth it to have both pieces, but not OP. Secondly, I completely agree with the piercing being a lousy defense choice. I mean really? There are tons of armors with piercing already. Sure we get a speed boost and a slightly rare Shock resist, but being a pierce resistance only armor really makes me not give a damn about it. How about we go 50/50 piercing/elemental resist, but a shadow weakness? Worth using but still not OP. Comments/Criticism?
I support this a hundred percent, and lets make chaos uped too.. not alot of people use it but the people who do (me) deserve a reward for loveing that crazy thing...
@Vanillateddy: Try using the cloak with a divine veil or something else with strong shock and fire resists (or others if you are good at avoiding those, but I find they are the most effective against players). And it should balance out pretty well, having a longer stun, poison, curse(imo) and freeze duration isn't as much a pain as the prior two stated, and perhaps balance these out with a shield that resist some stats as well?
Okay I see where your coming from and everything but still the chaos set only gives barely medium attack increase (barely) being both pieces are low. And yes the divine set is a good way to make up for its horrible status but not all of us are able to float out the energy needed to get the gear so readily and I rather not waist it on something I don't want. Since I started i ve known what I want and what order it comes in and there's still a long list but still, the chaos set still looked at as not realy player friendly whether in PvP or inthe PvE.
So I stand where I stand with it needs an upgrade.
Maybe if the armor gave medium but helmet low, similar to the CTR of the volcanic demo set...
Still.. check other similar sets like the royal jelly, they are basically the same but without any bonus and stunt/sleep resist wich is less common than shock.

I wuz racing with dude in full Merc. Not impressed. Its a useless bonus IMO. Coz i need movement speed when outrunning rockets and SUCH! But for short distances medium s.i. just useless. And there no looong enemyless tunnels ingame to cry " Кто последний, тот мешок!!! "аnd then mercilessly outrun ur comrades. OOO Must add a 3sec Very high increase when u start moving after standing for a sec. So u dash a little and then ur speed decrease to normal. That will be asom for these who use Callahan and Merc. set ( both shots =1 sec i guess...and then u dash for 3 sec to safe location. That will compensate " Stand still to shoot" rule)
