So wiki says fire damage is elemental but I've noticed that when it ticks only red bars come out. What's the deal?

Also does fire resist help reduce the damage at all or just reduce the chance you'll catch on fire?

From what I've heard and experienced...

I think the red bars are just an animation reflecting your red HP bars "falling off" of you.

From what I've heard and experienced, Fire resistance lowers the chance of catching on fire and reduces the damage taken every interval.

What Aeca posted is correct, and I have to add I know for shields which do have fire resistance it allows you to protect yourself against fire if timed right, but will stop once the shield health is diminished.

Hm

Thing is, fire has "two damages". When you are hit by something made of fire, it deals (most of the time) elemental damage instantly. Then, there is a chance that you catch fire, which deals fire damage. You can lower that damage/chance with fire resist.
