yes you do need the luck. btw, black, red and white chapeaus are around 30-50kce. someone is putting 60kce for red set but no interest yet, too many people have these chapeaus and tabards, too little rich kids buying from them at their prices.
Black or red chapeaus are priced at 60k+ CE not even crowns... this is like trying to buy a car for a dollar.
