For me it occurs if: We were just in the second-to-left-most gate and come up, but end up in different Havens. I'll then join someone who just came out of the gate, but hasn't moved. Under those conditions, I frequently end up floating. It's fun in that it freaks people out. :)
Once take a step, it's back on the ground.
All I see is a giant guy standing on the elevator platform, he'll Probably get stuck when going down.
Yes though, this happens frequently, fun to watch. :-D
