When you talk to the first guy you see in haven, he tells you that the items in Bazaar are always changing so keep checking them out.
But it seems that the recipes are always the same. So where can I get a striker recipe?

striker is not on the list of random recipes, so you'll have to find it elsewhere.

try AH then, low star recipes
try AH then, low star recipes don't tend to be overpriced (you do however pay the AH fee the seller paid most of the time)
basil in T1 & T2 terminals (and there IS 1 npc who sells recipes they change every day at midnight so that may explain why the recipe's look the same haha)
