I downloaded the test server on steam and attempted to join, but got the message "The game is not currently open to the public." What does this message mean?

if it means I don't qualify, then can that please get fixed? A month ago I bought the regalia pack and starter pack on the 16th I believe. Right before the promotional even ended. Also, I bought the Battle pack just a few days ago.

Please get back to me on this. I am really interested in joining the testing server.
