The last 3 times I've gotten to the 2nd terminal, all of Basil's recipes are marked as 0 in stock.

Usually someone from the original party will still be in the group, so you could ask them to buy one of the recipes for you, then trade them for it.
You need to have participated in the depth prior to a terminal start to finish. If you join midway in the previous level, or at the terminal itself, Basil will be sold out to you. Its a measure they added to stop people from anchoring near the Terminal level, and having people join just to get a recipe without doing a clockwork run.
