The vortex bombs, like the vaporizer bombs, don't really do enough DPS to matter. They're much more useful for their crowd control and/or status effects.
In general, I don't think there's much practical difference between the two, since for the most part you'll be using them to hoover up enemies together so you or your teamies can unleash charge attacks on the group. Graviton would probably have a slight edge in RJP or around quicksilvers, while Electron would have a slight edge in undead or construct areas, but either would do the job of the other.
The electron vortex is easy to get if you enjoy PVP, and is probably (barely) the better choice between the two thanks to the shock status, but neither will let you down.
First of all you dont use a vortex bomb for it's damage.
Secondly I'm pretty sure the damage from the explosions are the same but since the electron does shock you would do more damage with it
