Didn't his recipes get randomized every day midnight PST?? Why my recipe list is the same as it was yesterday?

A Stranger merchant in the Bazaar district of Haven. This vendor offers a list of low-level (0-1*) recipes which are randomized per player every day at midnight PST.

Vatel does not have a large list of things to sell, like the other merchants in the Bazaar, so if his list looks the same as it did the night before it's because there just isn't a lot for him to sell. After a while, you will have seen everything he has to offer anyway.
