Although ToS says we are not supposed to bump Bazaar posts, I believe this to be a completely unreasonable rule for a number of reasons.
The sheer volume of threads going through the Bazaar means unless you are allowed to bump posts, the Bazaar fails at serving its purpose. Your item is very likely to just get buried, even if you make a reasonable offer. The alternative, to spam Bazaar with repeated threads selling the same thing, is also bad. If the Bazaar does not really serve its purpose for the average player, then it is defective and should be fixed. A side note is that most people do bump their posts, and few if any people are banned. A rule that is made but not enforced engenders a lack of respect for the authority that made the rule. Therefore, I suggest that the rule be revised, as enforcing this rule would be A Really Bad Idea (TM).
Revised (Bazaar forum only) rules:
Users may not bump until 4 hours after the last post (whether it is from themselves or a different user).
A topic(thread) should be closed after 30 posts.
The numbers listed are arbitrary and can be adjusted as necessary, but the point is both are easy to check, reasonable in nature, and hard to abuse. If you get reported for bumping too often, it is easy to check the timestamps and confirm the offense (or just let the forum software do it). Threads that reach a certain length are killed off, and the user may immediately start a new, fresh thread. As for forum alts, one could do an IP or hardware check much like how mist energy is calculated.

I believe the rule shouldn't be a fixed one - The amount of time between bumps should depend on the number/relevence of items being sold. But I do agree it is a pretty unfair one and should be revised. At the very least, make a minimal wait time (Like you said, 4 hours.)
Then again, if someone's determined to buy something, there is a search feature.
