It's completely situational. Sometimes you want Vog, like for FSC or a construct stratum. Sometimes you want Skolver, like on a jelly or beast stratum. Or sometimes you want a mix, for element-based stratums or gremlin stratums.
Sword damage bonus versus ASI is a bit of a wash. So I really don't take that into consideration when comparing the two.
It depends on a lot of factors--your trinkets, your weapons, the strata you're heading into, etc.
First off, if you have 5* trinkets, then you can have VH damage and ASI with both sets. If you don't, then it depends on which attribute you'd like to have more (if we discount the strata theme). I find that with 2-swing swords, Vog tends to work well, as the ASI can let you make the second swing safely more often. Of course, if you can time it right, the ASI isn't needed, but it's very help if you lag a bit. If you favour 3-swing swords, then the ASI isn't going to be as helpful since you can usually get a combo out, knocking down the monster and thus allowing you to do your combo again. If you use the even faster swords, then ASI is pretty much useless; in these two cases, Skolver would be better.
A lot of people also go with Vog so that they can use it in FSC, due to the elemental damage there and the fire theme.
