I like skolver, but seriously, if you don't have trinkets or good UVs, you'd definitely want to get vog.
It's debatable really. Honestly, it just depends on playstyle if you're on a budget. Say, someone who can shield cancel would get skolver because of the increased combo swing-speed and timely shielding.
If you have a bigger budget, you'd end up getting the trinkets, or even both armor sets.
