If my shield gave me piercing defense, would it only apply when I used my shield or would it always give me piercing defense?

Shields in this game are

Shields in this game are kinda special: they have their own health. When using your shield any damage goes against your shield's defenses and health, instead of your own. Shields' defenses help them protect their own health. As soon as your shield runs out of health, it breaks. Its defense values are useless at that point until the shield regenerates (a few seconds later).

In other words: yes your shield's defense only applies when using your shield. But perhaps not in the way you expect it. :)

To give a short and clear

To give a short and clear answer:
The shield will only have an effect while you have your shield up.

There is no passive benefit.

As an additional note,

As an additional note, remember that what Kaybol/Shockfrost said about defense only applies to defense - The status resistances of a shield are passive and will apply at all times.
