I've seen and read many threads about the cutter line's charge, and I can deem none satisfactory. A simple re modification to the cutter line's charge will obviously make it more useful. My idea is that the part about the incredibly fast swings should be kept, however what SHOULD be re modified is the fact that each next strike should cause the user to go forward. My idea is simply like the flourish line's charge attack. As for the final slash, the delay should then be cut in half, and the forward lunge kept the way it is.
