Why are there T1 players in T2 Lockdown?

I'm not trying to attack the noobs since every SK player was once a noob, but I've got to criticize the balancing system in Lockdown. To make things clear a little:
My PVP gear (all lvl 10 and 2*)
cobalt helm
wolver coat
snarble barb
freezing vaporizer
So most players are either on my gear level or above it. But then I saw this player enter a Lockdown match on my team, and I simply have no idea how he qualified for T2 PVP.
His gear
spiral sallet (character creation)
spiral culet (character creation)
zapper [basically proto gun + shock effect]
no idea what his 2nd weapon was but it probably wasn't anything worth noting here
He was pretty much a bait player who should have been playing in Tier 1 PVP. The guy had only 2 health squares--meaning that he could get oneshotted by pretty much any calibur wielder in the match (and lots of players own a calibur these days).
And believe me, that's not the only 2-health-only T1 player I've seen in T2 Lockdown recently.

They may be there just because they fell all powerfull and want to challange themselves (or simply troll their team)

T2 in T3? o.o
My problem is that i have all 4* gear, meaning i get put in tier 3. However, all the guys i face have full 5* gear and i keep loosing >.> makes me not want to play lockdown at all. (unless its a guild match)

Wouldn't surprise me if one piece of his gear was somehow 2-3*. It happened to me once too.
*goes into lockdown to try out my new ascended calibur*
Expected: Greetings from average tier 2 lockdown players.
Got: Several DA/GF/BTB-wielding vogs staring at me.

Yeah, unfortunately if you want to play T3 Lockdown with out dying a lot, you're probably going to have to be 5*. You could try lower tiers, getting armor for there isn't too difficult.

That happened to me when I had 3 T1 sets marked for lockdown, but one of them had a Wise Owlite Shield...yeah, my T3 team wasn't too happy...
Also, sometimes the game glitches and sends T1 players to T3/2. Even if they had PvP loadouts that only included 0-1* gear. Some say it only glitches when you're wearing a costume that is 2+*, but I'm not so sure.... I haven't seen this happening after some updates so I'm not sure if it's still a problem or not.

It could also have been unintentional: for some reason, me and a friend have been unable to join lower tiers. Before you ask, yes, we have checked all our equipment, trinket and shields included / removed. Once I was wearing all 3* items, and was shifted to T3. My friend was wearing all protogear (no trinket) and was also thrown into T3 (undoubtedly much to the annoyance of his team). Both PvE and PvP loadout stated T1.

-Becouse they use a 2* weapon.. or any *2 equip but only one...
Tier 3 problem.
-Becouse they not put only PvE the 5-4 star equip..
They likely either had:
1) A 2* or greater shield or trinket equipped accidentally. This would put them into tier 2. (I actually am not sure if shields do this or not...)
2) A tier 2 PvP loadout marked for PvP. To be allowed in a tier, only loadouts for that tier or lower must be marked as PvP enabled.
It's a problem of the tier system not being very clear, and the person having equips loaded wrong.
