Are you sure that shock damage is real elemental damage? Does the status theme of the monster not matter to shock damage? For example, is a quicksilver hurt by shock in the same way that a poison lichen is?
Quicksilvers cannot be inflicted with the shock status that we and other mobs experience, as far as I know. When shocked, instead of receiving the status, they just heal and are activated. When they are activated and hit each other, that might be quicksilver on quicksilver shock/elemental damage... not sure though, will have to pay closer attention next time I see them doing that.
If it were somehow possible to shock a Voltail it should take the same damage as Frostifur. I don't think we have anything powerful enough to overcome their resistance to shock though. I don't think Toxigels can be poisoned by knights. Again though, might be possible with a poison stronger than we can produce. For example, Ice Cubes can be frozen even when in their ice form by each other or some very powerful freeze panels.

Shock is real elemental damage. A construct is hurt by shock more than a wolver. And construct damage is the same as undead at a particular depth.
Fire though is just "fire" damage. The burning damage animation is colored like normal damage but actually each creature has different fire resistances which changes the amount of damage they receive. See Ash's damage table for reference:

They aren't mentioned, but... Freeze is like Fire in that it is a special "freeze" damage and is specific to different monsters. Monsters also have different resistances to poison, making them more or less susceptible to the effects. Everything that can be cursed/stunned seems to be cursed/stunned for about the same length of time, but I wouldn't be surprised if it did vary.
