When i use pay by cash it says i can spend the 9.50 During the energy sale and for only 3098 ce. Shouldn't it be for 3500CE and 7.50 or something during the sale?

Some payment methods have different CE amounts. If you look at the PaybyMobile it gives some really odd denominations.
Correction it is actually 3068 ce it says
