Why am I Prohibited From Getting Lockboxes?

So I started keeping track of prize wheels to Lockboxes.
After that Punkin update I waited and waited.
I am now at what I think is 100 elevators in a row with no Lockbox.
My question is, are there separate sets of prize wheels for people who don't pay money?

I got a lockbox last week and

Imho I think their rarity of "dropping" has been raised in the last patches. Since a month ago, I do at LEAST 1 FSC run PER DAY.
Still no Lockbox since Punkin.

My point exactly. I think he means prohibited as in WAY unlucky, or that the drop rate is failing, not that he isn't allwed to ever get one anymore.
And btw, If Lockboxes are so much more common in Tier 3, then why did I get 2 IN A ROW from Tier 2 Jelly King gate ?(before basil at Wolver Dens).
That's also HALF of the total boxes I obtained so far, not counting the ones I bought.
Until either Lockbox or Shadow Key drop rates are increased, I still have 2 sitting in my inventory, both worthless unless one gets me a key or other rare accessory (pray its a Dusky Wolver Tail) since every other accessory might as well be dumped to Vatel. You're not making profit off Boxes unless you get a good item on your 1st ir 3rd try and resell it.

Regarding Lockboxes in certain Tiers (This is gonna go on my Epik Phale thread), during Punkin, I was getting my alt to depths to sell invites to PK. The first depth I ever complete on him... And I get a Lockbox. I laugh.

It could be that the lockbox
It could be that the lockbox supply in the game is limited. Like, judging from the 900 pages of lockboxes for sale on the AH, I'm guessing either OOO is manually tuning the drop rate down, or has it set up to automatically maintain the lockbox supply within a certain window.
Really, if you're desperate for a lockbox, the best way to get one is to just drop 1000cr in the AH and buy one. Compared to the price of a key it's basically free. Or you could try begging for them, people will probably give them to you for free if you agree to take a stack of ecto drops off their hands while you're at it. ;)
As for the excitement of getting one on the prize wheel? Meh, there's much more valuable things you could get. I think there's a possibility of getting mod calibrators in the prize wheel, but even if not there's other crafting mats that bring in more crowns on the AH.

Yeah
I've heard of ppl getting a mod cal in T3, I got a ghost bell once.
I thought I was fairly lucky getting them at first, a little baffled at the lack now.

Yes, I have gotten a Mod Calibrator from the wheel myself. I'm F2P and have gotten thre boxes so far.
But yeah, I think it's just a simple RNG, and you're just getting unlucky with it. I may be wrong, though.

Not based on if you Pay to Play
I have never paid for this game, started around a month ago, and have gotten 5 lockboxes. The first day they came out I got one and was able to make a TON of money on the auction house with it.
@Asthix - if I get another one(all have been sold) I will give it to you next time, they are going around 1000 crowns it seems in the AH now, so I am not concerned with any type of payment. It may be a while, but I promise you will get it if you want it.

Yeah there are quite better prizes on the wheel, and I'm not desperate, just a bit puzzled why it seems the drop rate has been lowered.

It could be luck, but when was the last time you actually got a lockbox? I'm talking about the recent chance of getting one, not the amount. But the OP seems a bit vague to me.
Do you mean actually unable to get one? Or rather that the drop rate was lowered as some of us thought?
And please guys stop posting that we're just unlucky, you stated it at least 4 times in the thread without giving mush other thoughts. :P
Until I get enough CE to actually open one, I think I'll stick with just buying keys off the AH directly instead. Faster, and you don't have a good chance at anything worth the value of a Silver Key to begin with. :P

Just a note I discovered that you actually get your item BEFORE you see the prize wheel so there certainty could be some manipulation here.

No, you are not prohibited if you do not pay. You just need luck.
