So I was selling to NPC's and am wondering if the crowns you get in return depends on the level of your item? Like if you were to sell a proto sword at lvl. 1 versus a lvl. 5 or lvl. 10 of that proto?

the heat level doesn't matter

the heat level doesn't matter bu don't ever sell anything at NPCs. Even the AH may give you more profit (unless the stuff is bounded).
Also the starting proto sword shouldnt be sold.

It's impossible to

It's impossible to unbind/sell zero-star stuff anyways, so you're in no danger of accidentally selling your proto gear.

For equipment, generally speaking, you're better off just keeping it or selling it to an NPC if it's bound to you, not particularly rare or desirable, and/or doesn't have a good UV.

If you've got a desirable weapon with a good UV, like a CTR: High Brandish or a Flourish with a VH vs Fiend bonus, then you can often get a good price on the AH or in the Bazaar forum.

For pretty much anything that isn't bound to you (like materials), selling it on the AH will get you orders of magnitude more crowns than selling to an NPC.
