I saw that with someone else

I saw that with someone else too.
I think it's from when someone is done a gate and doesn't move, the next person spawning on the same place will be placed above them.

Saw this happen in the Lockdown Lobby, the player was standing on the ledge over the gate into the arena.

I see this happen all the time with the phantom in Graveyard levels.

I am curious to know what the person being levitated experiences on their screen.

They show up as normal to themself. Normally it happens when somebody joins/spawns and the game doesn't register their height correctly. They see themself standing where they should be but (everybody?) else sees them as floating and much bigger. Its kind of cute, and harmless.

In Graveyards

When the phantom does it he can't reach me and I can't reach him (attacks). Also, in the graveyards and possibly elsewhere, I've seen loot (crowns, heat, mats, drops) suspend in the air in the same way however walking "under" it results in picking the items up as normal.

You show up as normal height to yourself and others, but definitely above the other players. Moving anywhere puts you back on the ground. This is easiest to recreate on the second gate from the left, if someone exits the gate but doesn't move and then you join then from another instance.
