So I don't have any actual measurements or numbers on this, but it really feels like charge time reductions on weapons don't get applied when charging immediately following getting interrupted by an enemy attack or fire/shock tick.
I'm not sure if this is an actual bug with the CTR not being applied in this case, or an unfortunate interaction between the server and client and all the latencies in between, or if I'm just imagining things, but it sure feels slow.
Sometimes i have feeling too that my weapons charge faster sometimes slower. I dont know if its just me or something really is going.
