Tho the only time I would buy CE would be when crafting higher leveled star gear since I do not make my own money to become a P2P. Just how long is this Pass going to be up for? The pass will be up for a limited time. This will depend on the what the data tells OOO and whether they believe it is a good addition to the game or not.
If you were planning to get it right around the holidays in anticipation of more free time, I'm not sure it'd be available a month from now. But if you were planning to get it in a week or two, hopefully it'd be around.

I doubt that they'll take it past a week if shadow keys are any indication. Honestly, it's going to feel like a game of chicken. Only problem is OOO's probably blink faster then we expect.

SK is going to change big time with the Elevator Passes. If all does go well, what type of impact will it hit us F2P players? I'm seeing a fifty-fifty chance it might be better but then again it might be worst. The CE market is being run by us players. It's almost as similar as what's going on in NY with the protests. We, the F2P players, are the OWS. The P2P players controlling the CE market are those Wall Street fascists. And Three Rings are Obama and the government.

It's definitely a different
It's definitely a different way of planning out one's daily dose of SK, but I wouldn't say 'revolutionize'. Personally, I probably spend more CE on crafting than elevator costs, so the pass has no impact on the largest part of my spending.

The shadow keys were available from Boost from 26th Oct to 1st Nov for a "limited" time only. So basically 5 days. I think it's pretty safe to say that it'll probably be around for around the same amount of time, and not come back till all the passes run out so that their data doesn't get contaminated.
