On the wiki, it states (I think) that both the Skolver and Snarbolax set get a very high sword damage increase. But for each individual item, it has a medium increase. Does that mean that If i get one of each, in theory, I would have the same damage increase?

Yep, the bonuses on armour/shields/weapons all stack. You can't go above 'Maximum!' on any attribute (damage against, CTR, ASI, etc.), but things like defenses (normal, elemental, fire, etc.) can still make a difference even if the blue bar has reached the end.
