I've been playing for about 4 months and I'm at the high end of T2 with 3* every thing and I have never seen a rare monster. Are rare monsters more common in T3? Believe me I have searched for them and given them every opportunity to show up.

If you play Royal Jelly
If you play Royal Jelly Palace a lot you're bound to come accross at least one Impostocube since there's so many chances for them to spawn. If you play a specific level (its name slips me) you'll find about 3 or 4 Rock Jellies. Other than that you just need to get really lucky to find them. Its almost like finding equipment from item boxes, it barely happens.

About Rock Jellies...
They're rare if they spawn in place of another stone block (happened to me in FSC) but they can be commonly found in many Scarlet Fortress levels.

Rock Jellies are only found in Grim Gallery I believe.
I have encountered millions of Impostocubes, Rock Jellies (except for Grim Gallery I only find them in FSC) and 2 Love Puppies (both found in FSC).

No, Rock Jellies can spawn everywhere. One time, I found one in Lockdown (sadly, it didn't drop anything, would have been fun).

Fradow, you don't get it, Rock jellys will ALWAYS spawn on that Scarlet level as a regualr enemy. We already know it can spawn everywhere else as a rare enemy.

I recently ran in to four Love Puppies (in total) over the weekend... but then again, I also just found my first ever Mewkat, after a year of playing.
I think Mewkats remain as rare as always (extremely rare), where Love Puppies have become considerably easier to find (somewhat rare).
If I were you, I would aim to witness a Love Puppy first. If you do Construct Stratums more often, you're inherently more likely to find one.

i remeber a thread that said something about what would happen if 2 love puppies spawned instead of the roarmulous twins.

Eeyup said they spawn in many Scarlet Fortress levels but in my experience, they only spawn in Grim Gallery of Scarlet Fortress so I said that to correct him. However I do apologize because it does sound like that Rock Jellies can only spawn in Grim Gallery.
However, if you read on you would realize I said except for Grim Gallery I only find them in FSC which kind of corrects my statement of Rock Jellies only spawn in Grim Gallery (a bit).

Just recently I ran into a
Just recently I ran into a monster in one of the levels leading up to RJ a monster which looked like Nick's picture (you know on the left of what you comment on, like mine is a gremlin). I killed it immeadiately hoping for an item, but there was just a bit of heat and coins. :(. I get loads of Rock Jellies though and once got a Love Puppy. UPDATE: The mysterious monster is actually an Impostocube! http://wiki.spiralknights.com/Impostocube#Impostocube - and below that is a Rock Jelly cube in a LD Match.

The other day, I think I killed a Mewkat by mistake (a whole bunch of Spookats spawned at once, and I just flailed my sword in their direction at the same instant), and later, a Rock Jelly welcomed us in the Graveyard. All in T3.

THAT CUBE IS A SPY!
I've seen 1 Love Puppy, but then about 3 Cubes with mustaches.
First time I saw an Impostocube, I thought he was harmless and began shield bumping him around. Great fun, until he nearly killed someone, but that's beside the point :P
EDIT** The 4 mentioned above were all found in the Jelly King levels.
They come at random times.
