The game can change there options because you can buy things here on the spiral knights site with ur mobile phone and on steam you cant.

it's just like a normal visa
it's just like a normal visa card but prepaid :-)
you can ask the people at the store how it works
if you are on steam (and have PNB as your bank) use direct banking (could also do the same trough paypal seeing it works with bank transfer)
if not, you can buy credit card... cards xD at most bookshops (as far as i know, lot's of my friends used it)
