Imo thats probably the same level of security as online credit card NOT TO MENTION It will take a week or so just to get a reply to the mail, which may just a be a confirmation one :P
Contact a GM in-game, they might be able to help, that or E-mail the support team.

Do you mean you can't buy anything online? As far as I know you can just grab a prepaid game card and use it to buy energy/elevator passes.
