I won't comment on what to upgrade first, but rather on how to upgrade your weapons. The Wrench Wand is not worth upgrading at all. You don't want to upgrade your Brandish to Cautery, because that stinks. Any of the other Brandish upgrades is great. But as soon as your Brandish reaches 3-star, it will become either an elemental or a shadow sword, making it no longer general-purpose. My recommendation is that you buy a 3-star Flourish from the Auction House, and carry it with your 3-star Brandish, to have a nice two-sword setup.
Also, it must be mentioned that if you're into swords, then you should consider getting a piece of Wolver-line armor. I have a recommendation. Upgrade your Magic Hood to Divine Veil. Get a Wolver Coat (or Dusker Coat) and upgrade it to Skolver Coat. Divine Veil with Skolver Coat is the most awesome general-purpose armor set.

To add to those comments. If you see yourself doing more Jelly King than Roarmulus then I recommend upgrading your Brandish to a Nightblade but the elemental versions wouldn't be a bad choice either. Also your shield is probably the most important piece of equipment right now. After that I'd upgrade your Brandish specifically because the charge attack it gains from the 3* version is very nice. After that it's up in the air.
Just one thing to note, it's advised that you only upgrade equipment that have 5* versions. The faster you can get to Tier 3 and running Vanaduke, the easier it will be for you to get other weapons after. Right now focus on getting one set of 5* armor, helmet, and shield and 2 (or 3 maybe) 5* weapons.
That said, I agree with Bopp in going for Skolver. Not only does Skolver + Divine Veil give you excellent defense coverage, it gives you excellent status resistance coverage as well; shock, freeze, and fire being the three most consistently devastating status conditions, especially once you hit Tier 3.
Hmm.. I'd say upgrade your Owlite shield first. It gains a good boost and you won't regret it.
Second, either the brandish or you're hood. Your choice.
