A paper doll is a term used
A paper doll is a term used in games for your character representation, normally you drag and drop things on to it to "dress" it ie like a doll.

This item is real, if you guys use the program spiral spy (found in general forums) you can see that glow eyes is an actual item you can use.

That's pretty cool. I believe it's the same effect as the Grey Feather Cowl's glow eyes, which is why for example you can't attach any Front Helm accessories to that helmet.

If you compare certain
If you compare certain Accessories with those of pieces/segments already found integreated on to certain equipment, you will find that many of them are similar or identical. (For example the Divine Halo is default on the Divine Veil.)
These Glow-Eyes may be one of these cases, complimenting the glowing eyes of the Grey Feather Cowl (as Volebamus stated earlier). However, I do find it odd that Equinox has yet to create the page of this Accessory, seeing as he has done all of the others (even the one-of-a-kind Accessories)... I only hope they are real.

Oh wow, that's pretty awesome! I guess the devs weren't lying when they said the ultra rare stuff can be found in lockboxes as long as we open a crap ton of them. I wonder how long it'll be until we see new wings (there's a Flame Aura in the AH right now, I was pretty surprised) or halos. :o

For now, I've created a Wiki page for the Glow-Eyes Accessory, and added all of the necessary components. My images may not be standardized, but I'm sure the ever-helpful Equinox will get around to doing so whenever he/she sees fit. :) (Everything is currently appearing as a redlink, though it's probably just a bit of server lag on the Wiki's part.)
Thanks go to Lolreft for finding the (recently-stated) final piece to my outfit, and also to Giannii, for grabbing them off the Auction House and making the final trade. :)

It makes your eyes glow.
It makes your eyes glow, similar (or identical) to the Grey Feather Cowl effect. Perhaps this is why you don't notice the difference, because the two hoods are similar? Compare the usual Divine Veil with the Glow-Eye one.
Admittedly, it isn't much of an effect. Alas, it is the only Helmet-Front Accessory that even remotely goes with my outfit.
