Yes, except for finishing a non-dodging mob, the normal attack shouldn't be used, as the charge attack do more damage and will often knockdown dodging enemies, preventing them, in fact to dodge.
That's especially useful with T3 wolvers, because their teleport skill is not instant, meaning if you attack, they will try to teleport, but you'll still hit them (I suggest you test by yourself or see the video if you find it, it's kinda hard to explain).
I am actually a little unimpressed with my Strike Needle(4*)'s versatility, It's supposed to be a beast and devilite gun but those enemies doge constantly, move extremely fast and are so small they often only get hit with one or two bullets. I love how the gun feels and it's super rewarding when you get all 15 bullets in the charge attack doing 100-170 damage but I have trouble using it against wolvers and devilites. You basically should always charge up the gun as it does 2-3x the damage per shot and fires 15 instead of 6 shots. The wolvers and devilites move soo much in tier 3 that it's difficult to manage to hit them, If you're close enough to get the shots to hit them, you're in so much danger you might as well be using a sword. You move super slow while charging too, perfect timing for a devilite to throw a computer monitor at your face. I feel like 1/4 of the time the charge is completely wasted either because the enemies hit you out of it or because the thing dodged and isn't there. It does fantastic damage against pit bosses and if you don't mind the overtimers(bright purple trident throwing ones) you can take them out with a little damage over one full charge shot. It feels fantastic when shooting trojans and zombies/walkers but for me I'm struggling to make it useful outside of FSC.
On the other hand it's a weapon that you need to gain a real feel for and it's great at fighting enemies it's neutral to and for that I'll always love how it handles.
yes the blitz is definitely usable outside FSC. i actually prefer it over my callahan.

T3 wolvers: I usually lure them and wait for them to charge their attack. when they are preparing for their attack, they are right next to you and they won't be able to dodge. that's when u feed them ur 15 leads.
T3 devilites: ur gun out-ranges the devilites; use this to your advantage. and of course watch out for the devilites that you are not targetting; they have a habit of throw junk at u when u are preoccupied with something else.
I don't generally use my Blitz Needle on Wolvers, but it can be great fun for many (but not all) T2/T3 Fiend Levels, especially Devilites.
If there are solid boxes, I find it best to charge up behind one of them, shoot, and return to charge again.
For extra fun, freezing Devilites with a Shivermist (facing in another direction), then charge-Blitzing them yields very amusing results.
I always have my flourish on hand for the strays that sneak around relentlessly.

(the order is important!)
-Charge Blitz Needle
-Stand in corner
-Wait for wolvers to come to you
-Unleash the blitz
-Watch as the doggies teleport/dodge back and forth in an attempt to get behind you, only to be greeted by needly death
-Shield bump your way out of there, because being in a corner without blitz charge is unhealthy
Lol seems like a good tactic with individual wolvers... but if you get mobbed in t3 and they all attack you, your shield is somewhat screwed. Thus, the need for a backup weapon :)
Yes it is. It's hard to use, but it rips through Beasts and Fiends, if you are good enough to handle it. It can oneshot most enemies, and even, in the case of devilites, several at once. Just don't use the normal attack.
There was a video made a while ago demonstrating how to use it against T3 wolvers, if you can find it (although i don't recommend using it against T2 wolvers because of their specific dodge, T3 wolvers are easier).
If you want the safe choice, go Callahan. If you want the high risk, high reward one, go Blitz Needle.
