To avoid making a new thread - Some one please explain what a "lockdown" is and why you would need to downgrade your gear to get in?

You're divided into tiers based on your gear, getting into lower tiers (the play styles are different in each) means un-equipping your higher tier gear (and disabling the loadouts that have such gear for Lockdown).
Where you end up in PvP is determined by all the gear you have on right then (even if the costume will not be seen and the shield will be removed) and what loadouts are marked PvP. And actually you do not have to swap your shield to something else... you can just unequip it or have a loadout without one equipped.
Loadouts are your friend, make some for different the Tiers of PvP. If a loadout is for PvP make sure you don't have the costume slots or the shield slot filled for them. A rather easy way to distinguish between them is to start them with T1, T2, T3 then whatever you call them. That way you can go "Hmmmm, I want to play T2 PvP" and just unmark any loadouts that say T3. If you want to play in T1 unmark any that say T2 or T3.

Since shields aren't used in lockdown why should it count?
Because they are equipped. You'll notice that your costume also counts, because it is equipped. The game looks for 4*+ to determine if you end up in T3. If it finds anything that is 4*+ equipped to you, or in your PvP loadouts you go to T3 PvP.

The simple answer is that it's technically easier on OOO's part. Your solution would be hard to code, they claim they're very busy and there are more important 'real' bugs to work on.
If it's a small effort on the player's part (make a PvP loadout with your shield unequiped, make a PvE loadout with it on and switch after you exit PvP) they simply leave you in charge to make sure you
- Don't enter the wrong Tier of PvP
- Don't run into the clockworks without a shield
To make this easier on yourself, do what Debian said and make sure your "...lockdown loadout looks nothing like anything [else]"
Loadouts, make the one you want for Lockdown and switch as needed, not much fuss, really.
My lockdown loadout looks nothing like anything I would use in the clockworks so it makes sense to me to keep it saved as "Tier# LD".
