Selling Parrying Sword = wrong?
To my knowledge it is against ToS to sell the codes themselves, but not against ToS to sell the blades bound to an armor.
OOO doesn't allow selling the codes themselves, as it's too easy for someone to get scammed and makes work for the GMs to clean up with undoing transactions and banning people. Basically they frown on any transaction that doesn't completely take place within one trade window.
If they wanted to sell the accessory by attaching it to a requested piece of gear then that would be perfectly ok. Like the buyer says "I want a parrying blade on a wolver coat", so the seller attaches it to a wolver coat and trades it to the buyer for the agreed amount.
Technicality question:
The seller says "Selling parry blade, unbind your armor, give it to me, i will add the parry blade and trade it back to you for the parry blade cost."
Against ToS? This is basically very, very similar to selling a code.

I forget where, but the GM said that the blades themselves are fine to sell, just not the codes.
As for carthiah, the best way to make the sale is on a low level armor, that the seller can buy and attach, then sell for the cost of the blade and armor. If you want to attach it to an already bound armor (its a high level or a rose equip) then you should trade with someone you trust.
@Carthiah: Yes, this would be a very nice way to scam people/get scammed. Ask for a new low-star(2*-3*) armor piece with the accessory attached instead. Better pay a bit more for that than risk losing something.
Any idiot with no sense of morals can pretend to have a code and take the buyer's money/CE while giving him a fake code that doesn't work.
Or, from the opposite side, the guy buying can scam the seller by pretending the code he bought didn't work (when in reality it did) and asking for his money/CE back with a threat.

Well if they were selling there's mainly nothing wrong with that unless it was illegal. Also it is not breaking the rules' of any kind please read the terms' and services' before you post. Thank you for you concern though.
