Okay, so for a while I was running around with the default weapons and such and figured it was time for me to get with the better stuff. But it seems when you buy new items the heat resets back down to 1, and Ive worked pretty hard to get to Heat 9. Is there a way can combine your older weapons and armor with newer ones to avoid this? Or am I just S.O.L.?

No, unfortunately new weapons need to be leveled yet again. Don't worry though, it's not all TOO hard to get things back to heat 10. As you get better gear, you'll be able to do harder floors, where enemies net you more Heat. :)
There are also floors (such as ___________ Arena), that naturally have high Heat payouts for the 10 energy you spend to go there, provided you do a FULL MAP clear.
