I am currently planning to start up a tier 3 loadout but need confirmation on whether it is good or not
My Loadout:
Ash tail coat--> Vog cub
Seraphic helm-->Crown of the Fallen
Wise owlite shield
Weapon wise, Im stuck between Avenger and Glacius but this is less problematic for me (I have avenger already so Ill probably stick with that)

I do know It's a penalty and I have 2 trinket slots+ 2 weapons slot upgrades for when I decide.
I do have an ash tail cap as well and a mighty defender.
If the penalty is really that problematic, are there any seraphic mail upgrades better?
You still haven't said what your second (and third, and fourth, eventually) weapon might be. If you're into swords, then it should be either a shadow sword (Acheron or Gran Faust) or a piercing sword (Barbarous Thorn Blade or Final Flourish). If you want a gun, then you have a little problem, because the most useful damage type for guns is elemental, but you already have elemental on your sword. (If you haven't done so already, read the wiki page on Damage to learn the monster resistances and vulnerabilities. This is the single most important rule of Spiral Knights to understand. In short, you want to carry two or three non-normal damage types.)
Crown of the Fallen and Valkyrie Helm both have drawbacks. Fire protection is really useful (especially in FSC), but so is the ability to kill fiends quickly. Both helmets are good for Shadow Gloaming Wildwoods (in your distant future). Hmm.
If you're into swords, I'd recommend you stop work on Fallen/Valkyrie and instead upgrade your other Ash Tail to Skolver. A mixed Vog/Skolver setup offers decent protection against normal, piercing, elemental, fire, and freeze, and two sword bonuses. Then you're really just missing shadow and shock. At least Grey Owlite has shock. (You are right to pursue Owlite rather than Defender.)
Do you mean for PvE or PvP? I'll comment only on PvE.
In PvE, are you mainly focused on Firestorm Citadel, or is this supposed to be general-purpose? It seems built for FSC. Do you have other armor sets?
In PvE, how many weapons slots do you use? And what are your other weapons?
Divine Avenger and Glacius are both great swords. If you already have Avenger, then stick with that. Getting a second elemental sword should not be your highest priority.
You do realize that Crown of the Fallen has a damage penalty against fiends, not a damage bonus, right? (This may seem insulting, but I actually made that mistake!) The trojans in FSC are fiends, of course.
