Gambling is a serious problem, which is precisely why people were previously so up in arms about the drop rates of rare accessories from lockboxes. Overt gambling like this is bad, bad, BAD. SK has a wide audience, but broadly speaking there are two populations that play SK: tweens finishing or just past college who (should) have the self control to handle a gambling component, and high/middle school teens who will most likely not have the sort of self control needed. I'm sure OOO understands that making an overt betting system is just a PR nightmare waiting to happen (think moral panic and "corrupting the youth", whether true or not). If a game caters to a (perceived or otherwise) "vulnerable" population, developers have to tread carefully. That is why I highly doubt betting like you describe will ever be allowed in SK.
