Is the speed on bombs actually how fast your knight will move when charging it?
Most bombs have a little over 5 bars and you move at your normal speed.
The vortex bombs have a little over 3 bars and you move slower.
The BAB has only 1 bar and I've heard that you move a lot slower.

It's actually how much they

It's how much they take to explode after placing.

The speed you see there is what's caused the Fuse Length. Basically, as Eeyup said, it's an indication of how long bombs takes to detonate. Shorter bar = longer fuse.

In Fallout's BAB walking speed demonstration, you can see that the speed is actually the same as the Vortexes (as he says in the description).
