Yeah it seems like what the client thinks is happening takes priority over what the server sees as happening. Thus if you get pinned down on the client (due to lag) but the server thinks your free, you will not be pinned down but the client will not send to the server commands to use the shield etc. as it thinks your being pinned down.

So client is not sending players actions to the server regardless of what the client thinks is happening. Very silly when everything is determined by a central server!
